State and Territory Marine Safety Agencies only aim to regulate where there is a valid safety justification. Each agency has adopted a slightly different set of strategies and requirements tailored to suit the relative risks posed by local environmental conditions, like water temperatures, and taking account of factors like density of traffic, availability of rescue services and history of incidents.

There are many areas in recreational boating where a single national approach is required and these areas form the basis of the NMSC work plan. The work plan involves:
 
  • Collecting data about recreational boating habits and attitudes through the National Boating Usage Study
  • Publishing studies that analyse the factors leading to boating incidents with a view to developing better strategies to prevent incidents, injuries and fatalities
  • Developing a culture of safety amongst boaters through annual national safety campaigns that focus on key messages, like skipper resonsibility. 
  • Addressing emerging issues, like the incorrect fitting of navigation lights, through providing user friendly information to boaters
  • Maintaining and supporting the practical implementation of the National Standard for the Australian Builders Plate for Recreational Boats
  • Maintaining the National Register of Complaint Equipment to assist boaters in selecting appropriate equipment and materials, such as buoyancy foam.
  • Working with AMSA to promote the switch to 406 MHz EPIRBs.
  • Under an agreement with Standards Australia, coordinating Australia’s position on International Standards for Small Craft and participating in the relevant ISO committee.
  • Maintaining other existing National Standards for recreational boating and developing interpretations, as the need arises.
  • Coordinating the implementation of the revised.
